Congress can use law enforcement and/or the US Military to enforce its demands of the Executive branch. Article I, Section 8, paragraph 15 explicitly states Congress's power to enforce the law using "the Militia." Given there was no standing militry at that time, we must conclude this includes whatever military exists at a time Congress exercises its power to "call forth the Militia." This power preempts the Commander-in-Cheif power of the President especially when/if the President defies a (Supreme) Court Order.
